Can VVDI2 read PSA PIN by OBD and make All Keys Lost with blank key?

As titled, Peugeot Partner 2012 – can VVDI2 PSA read PIN by OBD and learn key with all key lost situation only by turning ignition with blank key ?

Solution:

VVDI2 only read PSA pin only with working key!

But if you have PIN it will code key/add key in all key lost situation. No pin no key.
