That remote is online version only.
You cannot generate it with key tool alone.
You need vvdi2 or key tool plus with online account.
Otherwise choose another remote that supports offline generation.
In this case you have VVDI2, you need to connect the VVDI2 to the computer, select the desired remote from the list, and generate it.
