Problem:
2019 Subaru Impreza all keys lost non smart key (H chip) customer says he bought key from dealer and another locksmith tried to cut and program new key using Xhorse vvdi key tool plus and could not do it. This is message I’m getting. The remote was able to program. Also ran a diagnostic scan with autel and got fault code for transponder antenna, used coil tester to test immo antenna and there is no signal. Anyone have experience with Subaru ecu being immobilized?
Make sure that when you put the key you hear the bell.

Solved. He said to listen for the key chime when key is in ignition, lo and behold fuse #36 (key Sw B. ) was completely missing. Put a 7.5 fuse in and car connected and programmed right up! Even though transponder ring lights up physically there is another fuse for antenna.
